Recognizing that he could never challenge the Union navy on its own terms, this person bought tugboats, revenue cutters, river steamboats to convert into harbor patrol gunboats. He authorized the development of torpedoes (mines) to be planted at the mouths of harbors and rivers.  Who is this man?

The Confederate SecNav, Stephen Mallory. (At least, he would have been the SecNav if the Confederacy had been into abbreviations.)
