Question 47 – who was this blockade runner?

In the fall of 1861 this person bought a fast steamer in Liverpool,  loaded it with 11,000 Enfield rifles,  400 barrels of gunpowder, several cannons, and large quantities of ammunition. He took command of her himself, and ran her through the Federal blockade into Savannah. The steamer was then converted into the CSS Atlanta. Who was this person?
